What is VECTO and how does it affect HGV trailers?

VECTO stands for Vehicle Energy Consumption Calculation Tool. It is a simulation tool developed by the European Commission to calculate the CO2 emissions and fuel consumption of heavy goods vehicles (HGVs), including trucks, buses, and certain trailer categories.

The purpose of VECTO is to provide a standardised method for assessing the environmental performance of heavy-duty vehicles and to support EU CO2 reduction targets.

How does VECTO work?

VECTO uses a simulation model to estimate fuel consumption and CO2 emissions based on factors including:

  • Vehicle configuration
  • Drivetrain technology
  • Aerodynamics
  • Weight distribution
  • Rolling resistance of tyres

For trailers, VECTO considers factors such as aerodynamics, tyre specifications, trailer mass, and design features which influence the efficiency of the complete tractor and trailer combination.

Manufacturers input vehicle-specific data into the system, allowing VECTO to generate standardised environmental performance calculations.

When does VECTO apply to trailers?

From January 2024, VECTO certification became mandatory within the European Union for certain HGV trailers (Category O).

The current regulations primarily apply to trailers with box-shaped bodywork, including:

However, the present VECTO trailer methodology contains important limitations.

Non-box trailers, oversized trailers, trailers with more than three axles, and trailers exceeding 4 metres in overall height are currently outside the scope of the system.

Why is the 4 metre height limitation important?

The current 4 metre height restriction is particularly significant within the UK trailer market.

Many trailers commonly used throughout UK logistics operations exceed 4 metres in height, including numerous:

As a result, a substantial proportion of the UK's operational trailer fleet currently falls outside the present VECTO methodology.

This means that whilst VECTO provides a standardised framework for assessing certain trailer categories, it does not yet represent the full diversity of trailer operations commonly found within the UK transport sector.

Current limitations of VECTO for trailers

Whilst VECTO is an important regulatory development, the current trailer methodology still has several practical limitations:

  • Restricted height applicability: Trailers above 4 metres are currently excluded.
  • Limited aerodynamic library: The software uses a relatively restricted library of predefined aerodynamic devices and cannot always fully represent bespoke trailer designs.
  • Regulatory focus: At present, VECTO primarily functions as a means of generating a hashed code for EU Type Approval compliance rather than as a comprehensive customer-facing fleet optimisation tool.

For this reason, some real-world operational efficiencies achieved through higher-volume trailer concepts may not currently be fully reflected within the VECTO methodology.

Why is VECTO important?

1. Regulatory compliance

VECTO supports compliance with evolving EU CO2 emissions regulations for heavy-duty vehicles and trailers.

The EU has established CO2 reduction targets for 2030, including:

  • 10% reduction in CO2 emissions for semi-trailers.
  • 7.5% reduction for central axle and drawbar trailers relative to 2019-2020 figures.

VECTO provides a common methodology for assessing trailer-related fuel consumption and emissions performance across the industry.

The methodology encourages manufacturers to consider factors such as:

How can manufacturers use VECTO?

Manufacturers can use VECTO during the design and development process to assess how different trailer characteristics influence fuel consumption and CO2 emissions.

By entering parameters such as aerodynamic features, tyre specifications, and trailer mass into the simulation model, manufacturers can evaluate different design approaches before production and support EU Type Approval compliance where required.

What about the UK?

Although VECTO certification became mandatory within the EU from January 2024 for applicable trailer categories, Great Britain has not currently adopted the trailer VECTO regulations into domestic legislation.

However, UK-based manufacturers exporting applicable trailers into EU markets must still comply with the relevant EU VECTO requirements.

It is also important to recognise that many trailers commonly used within the UK transport industry currently sit outside the present VECTO methodology due to the system's 4 metre height limitation.

No implementation date for an equivalent GB trailer VECTO scheme has currently been announced.
