The manual flip-up deck is specified on fixed double deck trailers with a step frame chassis where there is a need to increase the aperture/headroom at the end of the swan neck.
This makes loading onto the swan neck easier, as well as reducing the risk of head injury under the secondary fixed deck.
It is also sometimes specified to prevent full height loads from catching on the underside of the secondary deck over the swan neck when loading onto it via a ramp.
