This is a method of applying spray suppression material to the sides of the trailer, just above the wheels (the valance) and spray suppression flaps to the rear of each of the wheels. If the gap between each wheel in the axle set is less than 250mm, only one flap behind the rearmost axle is required.
Flap and valance typically replaces mudflaps where required.
